MINUTES OF THE GENERAL MEMBERSHIP MEETING HELD ON 5 SEPTEMBER 1981 AT THE FALL ROUND UP IN BERLIN

1. 2. OLD BUSINESS SECRETARY'S REPORT of the General Membership Meeting on 4 July 1981, at the Summer Jamboree in Muenchweiler, published in the July issue of the Bulletin, is accepted with the following changes: 1. as to 1.1. Roll Call: the Mannekens 'n Maids have attended; 2. as to 3.1.4 Report on Spring Jamboree, Hamburg: there will be no camping next to the hall; 3. as to 5.1.1. The ECTA President announces: ECTA has dropped the mandatory subscriptions to the Chatterbox. TREASURER'S REPORT, as of 15 August 1981 and as published in the August is sue of the Bulletin, is accepted without comments. BUSINESS MANAGER'S REPORT: PETER reports that: 1. the decisive schedule on insurance will be published in the October issue of the Bulletin; 2. he has received another offer from an English company, but he prefers one located in Germany; 3. the Board needs a voted consent to work out. a general contract which will be valid in all countries. In answer to questions from the Membership, PETER replies: 1. contacted were 12 companies which sent in 8 offers; 2. there will be ONE general contract with the Association and ONE lump premium to be paid; 3. each club pays its own share and costs have been broken down to appr. 30 - 40 DM per club; 4. dues will not be increased in December 1981, as the Association has received sufficient profits from Jamborees and Bulletin subscriptions; 5. each club will have to send in club member rosters annually; 6. each club will be insured and report only in case of claims; 7. insurance will also cover special dances; 8. voting will be at the Winter Jamboree 1981, so that a contract can incur in January 1982. LEONARD calls attention to army regulation nr. 210/1 of 15 July 1981 which concerns all clubs dancing on American facilities and deals with club's responsibilities to cover the activities of partaking members. Try to get a copy of this new regulation! BOB emphasizes that only those nights, clubs are listed for in the Bulletin, are GEMA covered; so keep the Bulletin informed of any club's changes! A MOTION IS CARRIED that "the Business Manager is to continue his investigations on insurance and at the Winter Jamboree 1981 is to present 4 different offers and a single contract, to be considered and voted upon by the General Membership Meeting". At 10:40 hrs. the resigning ECTA President, "Speedy" Vernazzaro, comes in and announces the NEW ECTA BOARD: President Steve Sandeman, Vice President Andreas Macke, Treasurer Lynn Sandstrom, Secretary Rudi Mennes, Training Director Al Stevens, Round Dance Coordinator Don Casper, Sound Coordinator Kenny Reese, Liaison to EAASDC Lothar Weidich. PUBLICITY ILSE'S SPECIAL REPORT on the 30th National Square Dance CONVENTION in Seattle has been published in the August issue of the Bulletin. Our display had a good reception and all the material will be kept for another display next year in Detroit. The special banner is now hanging in the lobby; attach your club badge, if you have not done so yet! LEONARD announces the reprint of new EAASDC FRIENDSHIP CARDS. Start using these and destroy the old ones. Unfinished cards may, of course, be completed. Pick up new cards at Jamborees, rather than write for them; it saves postage. A MOTION IS CARRIED that "any European club is allowed to sign off EAASDC Friendship Cards". The Bulletin will publish a list of all the European clubs and a callers list, presumably in the issues of December 1981 and January 1982. BOB invites to send in comments on the BULLETIN. He thanks the clubs that have put in advertisements. In answer to a suggestion to enlarge the Bulletin by 4 extra pages "Letters from clubs", he replies that personal letters may cause a vicious circle of mutual conflicts.
3. NEW BUSINESS NEW CLUBS SALTSCATTERS SDC e.V., Salzgitter. Caller: Alfred Maniecki. Level M.S. They have 12 graduates and 9 students who will graduate end of this year. They dance on Fridays at 20:00 hrs. in the Youth Center, Jahnstrasse, Salzgitter-Bad. The club's representative, being asked if his club will obey by the EAASDC Constitution and By-Laws, responds affirmatively and the club is accepted into the Association. HANSEATIC SQUARES, Hamburg. Caller: Frank Stampfuss. Level M.S. They have 17 members and they dance on Sundays at 19:00 hrs. in the Sport Center, Ritterstrasse, Hamburg. The club's representative, being asked if his club will obey by the EAASDC Constitution and By-Laws, responds affirmatively and the club is accepted into the Association. COLONIA SWINGERS, Cologne. Club caller: yet to be found. Caller for classes: Herbert Borchardt, Level M.S. They have 26 graduates and they dance on Wednesdays at 19:00 hrs. in the auditorium of the Hölderlin School, Thürmchenswall 42, Cologne. The club's representative, being asked if his club will obey by the EAASDC Constitution and By-Laws, responds affirmatively and the club is accepted into the Association.
REPORTS ON JAMBOREES § SUMMER JAMBOREE I98I, Muenchweiler. There are some objects (belt buckle, etc.) found which can be obtained back by the owners. § FALL ROUND UP 1981, Berlin. Accommodation is still available for 250 more persons. Food tickets are sold until 21:00 hrs. Shuttle busses outside the hall and the nr. 73 bus will bring you to the afterparty hall. § WINTER JAMBOREE 1981, Ketsch. As Bernhard Stölk could not make it to Berlin, ILSE reads out his letter. Admission fee will be DM 9.00. There is no pre-registration. The Jamboree will last from Friday 18:00 hrs until Sunday 17:00 hrs. Take flyers in the lobby and distribute them to your club members. § SPRING JAMBOREE 1982, Hamburg. Camping lots are available, but not free of charge! For further details see flyers in the lobby. § SUMMER JAMBOREE 1982, Ladenburg. It will be hosted by the Swinging Stars, Heidelberg, and takes place in 4 halls, on 2,3,4 July 1982 in the oldest Roman town right sided of the Rhine. Admission fees will be reasonable. Free camping on the Neckar bank, at a few minutes distance of the hall. However, there are no hook ups for electricity. Flyers are out in the lobby. § SPECIAL NOTES ON JAMBOREES: in answer to a suggestion that flyers should also state tent camping, ILSE replies that new guidelines on Jamborees will be issued next week; BOB requests to list all camping possibilities and also state on flyers the telephone number of the hall. 4. BUSINESS AT HAND BIDS
Bids to be voted on: 1. Brussels Dancing Hearts; 2. Mannheim Old West; 3. Bonn SDG; 4. Hoedowners. The Bonn SDG gets 33 votes and will be the hosting club. § RECOGNITION BY EAASDC BOB expresses the Board's recognition and gratitude to VERN VERNAZZARO for all the support he has given to EAASDC in the past 2 years. THANK YOU, VERN! BOB then congratulates the new ECTA President Steve Sandeman. § EDITOR/PUBLISHER The creation of this new Board position causes some additions and renumbering in the Constitution and By-Laws which changes are read out by LEONARD. He explains that the Editor changes with every new Board and so does the printer, unless the new President decides to keep the editor/publisher. A MOTION IS CARRIED to "accept the proposed amendments to the Constitution and By-Laws", and BOB announces his selection as Editor/Publisher for 1981/82: Jerry and Cathy Kent, Munich. ELECTIONS FOR A NEW BOARD There is only 1 nominee, BOB KURCZEWSKI, and the election procedure can be simplified. A MOTION IS CARRIED to "just count the voting cards and at the same time accept a majority vote". Then the actual election takes place which results in the re-election of the present Board. ECTA PROPOSAL ON DIFFERENT PROFIT DISTRIBUTION Vern Vernazzaro explains the disadvantage of the present structure and percentages: end effect only 8% share for ECTA! So he proposes that in future ECTA will be paid 25% of the net profit directly by the hosting clubs of Jamborees and Round Ups. It is important to let club members understand that callers and cuers on these activities are NOT being paid. ECTA needs additional funds to buy a new PA set and to improve the training standard of its callers. ECTA is willing to give loans to hosting clubs and pay a share in the event of losses; LEONARD indicates that any new system will cause constitutional changes to vote on. Different percentages still have to be worked out. He advises the representatives to go back to their clubs and consider a new set of percentages for future distribution of net profits. Proposals can be: 1. host club 45%, EAASDC 30% and ECTA 25% or 2. host club 40%, EAASDC 35% and ECTA 25%. Voting can then take place at the Winter Jamboree 1981. A MOTION IS CARRIED to "table further discussions on this matter". COMPETING DANCE ACTIVITIES In the By-Laws, Part V, Subpart 8, it says that "Member Clubs will not host/sponsor any dance activities which compete with a scheduled Jamboree, a Round Up or a Round Dance Festival, (Fri day/Saturday/Sunday)". Nevertheless a Member Club (Levis ‘n Lace) has violated this rule by organizing a special event on an excluded Friday! Also there is the case of a caller operated dance event (Waging am See) which starts on an excluded Sunday! BOB fears that more violations will follow, if we do not take action NOW. The joint EAASDC/ECTA proposals concerning the Waging am See Square Dance are: 1. it is proposed that any club involved in this function be barred from all special/charter dance recognition and/or Jamboree/Round Up consideration until after the Fall Round Up 1982; After discussion, this was tabled until it could be determined, if any clubs were involved! 2. it is proposed that a) all sponsors of the Waging am See event be suspended from Jamboree / Round Up program consideration until after the Fall Round Up 1982; b) all callers/cuers involved be given a formal letter of protest; c) all clubs selecting callers/cuers for special/charter dances seriously consider alternative callers/cuers; d) any future violation by any caller/cuer be met with an automatic suspension from all EAASDC copyright protected dances for one full year. A MOTION IS CARRIED that "EAASDC will write formal letters of protest to callers and cuers, involved in competing activities". The draft of this protest will be a joint EAASDC/ECTA decision. EAASDC then writes the letters and ECTA will mail them. 5. OTHER BUSINESS ANNOUNCEMENTS BOB announces: 1. in another monthly a special dance is published which collides with the EAASDC Calendar event "Bill & Nora Jubilee" on 28 November 1981; 2. send GEMA forms back to Peter, if your club has organized a special dance in 1981.
