2. Secretary's report of the General Membership Meeting held on December 10, 1983 in Schwäbisch Gmünd, published in the February issue of the Bulletin, is accepted.
3. Treasurer's report as of March 11, 1984, published in the April issue of the Bulletin, is accepted.
4. EAASDC Board reports
The President thanks for the good cooperation in mailing GEMA-Forms for Special and Charter Dances.
He announces that there are a few issues of the National Square Dance Directory 1983 available at half price.
The Vice President announces that control sheets for Friendship Cards are in the entrance hall for sign in and the MC will use these control sheets at the Grand March. He also asks that clubs try to recover friendship cards from members who do not use them or go back to the States.
The Secretary asks new clubs that want to become member of the Association to apply for membership at least 30 days before the next Jamboree, according to our constitution.
The Treasurer reports that at the beginning of each year the insurance and GEMA has to be paid; otherwise we will not be covered. There have been some problems with about 20 clubs not paying on time. All clubs are asked again to pay on time, starting at the Round Up.
Publicity asks the Shamrocks, Harz Mountaineers and Carousels to give their badge for the EAASDC Badge Banner.
The Editor reports that some people receive their Bulletins about 9 or 10 days after mailing. If anyone gets the Bulletin later than 3 or 4 days after mailing, please send your envelope back to the Editor with a note when you received it so that he can complain at the post office. The Editor announces that free copies of the Bulletin are available for graduations and can be picked up after the meeting.
The Business Manager reports that from July 1, 1983 on the GEMA also charges for club nights and class nights which were free until then. He explains what GEMA usually charges (about DM 23.000,00 per year). We had the opportunity to join a contract of a German Fingerhakel-CIub, which brings the yearly dues to DM 3.000,00.
Old Business
5. By-Laws Amendment
In Schwäbisch Gmünd a formal amendment to the By-Laws was proposed changing the Nominating Committee and appointing it for a one-year-period. After overlooking the Constitution and By Laws again this process of a formal amendment is not necessary since the By Laws do not specify a period in which the Nominating Committee would serve and the Board can determine the exact tenure.
The President asks to dispense with the formal proposal to change the By Laws as the Board will interpret that paragraph to read that we will appoint the Nominating Committee for a period of at least 120 days from the Spring Jamboree to the Round Up and any time after that, that the Board deems appropriate in order to get the job done.

7. Non-Payment of Dues and Insurance
At this time there is one club delinquent in paying the dues, the Guns and Garters. According to our constitution, this club will be dropped. This will also continue to be the policy of EAASDC as clubs should have paid by Jan.1, latest until the Spring Jamboree.
8. Proposal to drop clubs not present for 4 consecutive Jamborees
After longer discussion it was voted upon not to pursue this issue. Nevertheless all clubs were asked to come and join the meetings.
9. Charter Dances
The Board proposed to change the system of Charter Dances so that any club can qualify for a Charter Dance if they had held the same Special Dance for 5 consecutive years.
It was voted upon the change the Rules for Charter Dances as follows: A club can qualify for a Charter Dance if it held the same Special Dance for five years in a row. If they fail to hold it for what the Board determines as a non-valid reason - to include non-payment of fees - we will drop the dance from the Charter Dance rolls and the club will have to start all over again.

11. Jamboree Bids
The H-Peelers and the Rokoko Dancers bid for the Winter Jamboree 1985. The bid by the H-Peelers gets the majority vote.
Spring Jamboree 1986: After discussion and as there is no other bid the membership votes to have the Spring Jamboree 1986 in England, hosted by the British Association.
The Kut Up’s bid for the Summer Jamboree 1988.
12. Financial Situation EAASDC
As already mentioned, the costs of GEMA have increased dramatically. Combined with all the other expenses the Association has, we will be bankrupt by fall if we do not find a solution. The President proposes a formal amendment to change the By Laws Part VII Finances, Subpart 2 to raise the dues for regular (full) member clubs to DM 75,00 per year and for clubs joining after July 1 to DM 40,00. This proposal will be voted upon at the Summer Jamboree.
Other Business
13. Equipment Insurance
Question from the floor was why we did not keep our cheap equipment insurance. This is only possible when we have at least 50 people who take that insurance in order to get a reasonable rate. More information is available at the Organizational Meeting.
14. Banners returned
15. The President resigns after this Jamboree as he and Kathy will be moving back to the States in July. In order to make transition as smooth as possible he turns his office over to the new president Nick and Pat Casper after this Jamboree. Jerry and Kathy thank everyone for their support. The new Vice President until the election at the Fall Round -Up will be Leonard and Marilyn Shaffer.

PROTOKOLL der ALLGEMEINEN MITGLIEDERVERSAMMLUNG am 14. April 1984 bei der Spring Jamboree in Kaiserslautern
1. Verlesung der Anwesenheitsliste siehe englische Fassung
2. Der Bericht des Schriftführers der Allgemeinen Mitgliederversammlung vom 10. Dezember 1983 in Schwäbisch Gmünd, veröffentlicht in der Februar-Ausgabe des Bulletin, wird angenommen.
3. Der Bericht des Schatzmeisters per 11. März 1984, veröffentlicht in der April-Ausgabe des Bulletin, wird angenommen.
4. Berichte des EAASDC-Vorstandes
Der Präsident bedankt sich für die gute Zusammenarbeit in Bezug auf Einreichung der GEMA-Formulare für Special- und Charter Dances.
Er gibt bekannt, dass einige Ausgaben der National Square Dance Directory 83 zum halben Preis verfügbar sind.
Der Vize-Präsident gibt bekannt, dass in der Eingangshalle Kontrol1-Listen ausliegen zur Eintragung für Friendship-Badges. Auch wird der MC diese Listen für den Grand March verwenden. Die Clubs werden gebeten, Friendship Cards von denjenigen Mitgliedern zurückzuerlangen, die diese nicht verwenden oder zurück nach Amerika gehen.
Der Schriftführer bittet Clubs, die neu in den Verband aufgenommen werden wollen, ihren Antrag und ihre Unterlagen spätestens 30 Tage vor einer Jamboree einzureichen, wie es unsere Satzung verlangt.
Der Schatzmeister gibt bekannt, dass die Beiträge zur Versicherung und GEMA vom Verband per 1. Jan. jeden Jahres bezahlt werden müssen, da sonst keine Deckung besteht. Es hat einige Probleme mit ca. 20 Clubs gegeben, die ihren Beitrag nicht rechtzeitig bezahlten. Alle Clubs werden nochmals aufgefordert, ihren Mitgliedsbeitrag und Versicherung rechtzeitig zu bezahlen, beginnend beim Round Up.
Publicity bittet die Shamrocks, Harz Mountaineers und Carousels ihr Badge für unser Badge-Banner abzugeben.
Der Editor gab bekannt, dass einige Leute ihr Bulletin erst nach 9 oder 10 Tagen nach dem Versand erhalten. Wer sein Bulletin später als 3 oder 4 Tage nach dem Versand erhält, soll bitte den Umschlag mit einem Vermerk, wann es eingegangen ist, zurück an den Editor schicken, damit dieser bei der Post reklamieren kann.
Für Graduations stehen wieder kostenlose Exemplare des Bulletins zur Verfügung. Diese können nach dem Meeting beim Editor abgeholt werden.
Der Business-Manager gibt bekannt, dass vom 1. Juli 1983 an die GEMA auch für Club- und Lesson-Abende Gebühren verlangt (die bis dahin frei waren). Er erklärt was die GEMA normalerweise verlangt (ca. DM 23.000,00 im Jahr). Wir hatten die Gelegenheit und konnten uns dem Vertrag eines Fingerhakel-Clubs anschließen, was die jährlichen Gebühren auf DM 3.000,-- verringert.
Alte Angelegenheiten
5. Änderung der Richtlinien
In Schwäbisch Gmünd wurde eine Änderung der Richtlinien dahingehend beantragt, ein Nominierungs-Komitee zu wählen, welches ein volles Jahr im Amt bleibt. Nach nochmaliger Durchsicht der Richtlinien ist diese Änderung nicht notwendig, da in den Richtlinien nicht festgelegt ist, wie lange das Komitee gewählt ist und der Vorstand die Dauer bestimmen kann. Der President bittet darum, auf diesen Änderungsantrag zu verzichten, da der Vorstand diesen Paragraphen so auslegen wird, dass der Nominierungsausschuss für eine Dauer von mindestens 120 Tagen im Amt bleibt von der Spring Jamboree bis zum Round Up und in der Zeit danach, falls es vom Vorstand für nötig erachtet wird.

7. Nichtzahlung von Beiträgen und Versicherung
Zu diesem Zeitpunkt ist ein Club mit der Zahlung im Rückstand, die Guns and Garters. Aufgrund unserer Satzung wird dieser Club aus dem Verband ausgeschlossen. Auch in Zukunft wird so verfahren werden, denn die Clubs sollten ihre Beiträge bis zum 1. Januar bezahlt haben, spätestens aber bis zur Spring Jamboree.
8. Ausschließung von Clubs, die bei 4 aufeinander folgenden Jamborees nicht anwesend waren
Nach längerer Diskussion wurde beschlossen, dieses Thema nicht weiter zu verfolgen. Jedoch wurden alle Clubs aufgefordert, bei den Meetings teilzunehmen.
9. Charter Dances
Der Vorstand schlug vor, das System der Charter Dances so zu ändern, dass jeder Club einen Charter Dance beantragen kann, wenn er einen Special Dance 5 Jahre nacheinander veranstaltet hat.
Es wurde darüber abgestimmt, die Regeln für Charter Dances so zu ändern: Ein Club kann einen Charter Dance beantragen, wenn er einen Special Dance 5 Jahre hintereinander veranstaltet hat. Sollte der Tanz ohne einen ausreichenden Grund ein Jahr nicht stattfinden, so wird der Charter Dance von der Liste gestrichen und der Club muss wieder von vorne anfangen.

11. Bewerbungen
Die H-Peelers und die Rokoko Dancers bewerben sich für die Winter Jamboree 1985. Die Bewerbung der H-Peelers bekommt die Stimmenmehrheit.
Spring Jamboree 1986: Nach längerer Diskussion und nachdem keine andere Bewerbung vorliegt, stimmt die Mitgliedschaft darüber ab, die Spring Jamboree 1986 in England zu veranstalten.
Die Kut Up's bewerben sich für die Summer Jamboree 1988.
12. Finanzielle Lage des Verbandes
Wie bereits bekannt, sind die Kosten für GEMA sehr gestiegen. Zusammen mit den anderen Ausgaben des Verbandes werden wir bis zum Herbst bankrott sein, wenn keine Lösung gefunden wird. Der Präsident bringt den offiziellen Antrag ein, die Richtlinien, Teil VII (Finanzen), Absatz 2 wie folgt zu ändern: den Jahresbeitrag für Reguläre (Volle) Mitglieder auf DM 75,00 und für Vereine, die nach dem 1. Juli aufgenommen werden, auf DM 40,00 zu erhöhen.
über diesen Antrag wird bei der Summer Jamboree abgestimmt werden.
Andere Angelegenheiten
13. Versicherung für Anlagen
Von einem Mitglied kam die Frage, warum die billige Anlagen-Versicherung nicht beibehalten wurde. Das ist nur möglich, wenn mindestens 50 Leute eine Versicherung hierfür abschließen wollen, um einen günstigen Beitragssatz zu erhalten. Weitere Informationen hierzu beim Organisational Meeting.
14. Banner werden zurückgegeben.
15. Der Präsident tritt nach dieser Jamboree zurück, da er und Kathy im Juli zurück nach Amerika gehen. Damit die Übernahme so reibungslos wie möglich erfolgt, wird er nach dieser Jamboree sein Amt an den neuen Präsidenten, Nick und Pat Casper übergeben. Jerry und Kathy bedanken sich für die Unterstützung die ihnen von den Mitgliedern zuteil wurde. Die neuen Vize-Präsidenten bis zu den Wahlen beim Fall Round Up sind Leonard und Marilyn Shaffer.
