1.Roll Call

Rainer opened the General Membership Meeting at 9.30.  The secretary determined that 108 of 388 member clubs (about 28%) were present.  (The list of clubs present is attached as Annex 1 of the original minutes).

The invitation for the meeting was duly published in the May issue of the Bulletin.  According to the constitution, the assembly constitutes a quorum.

Rainer Scheiblich eröffnet die Mitgliederversammlung um 9.30 Uhr. Der Schriftführer stellt fest, daß 108 von 388 stimmberechtigten Mitgliedern (ca. 28%) anwesend sind. (Die Liste der vertretenen Mitgliederclubs ist dem Original-Protokoll als Anlage 1 beigefügt.)

Die Einladung mit der Tagesordnung ist in der Maiausgabe des Bulletins veröffentlicht und den Mitgliedern ordnungsgemäß zugegangen. Entsprechend der Satzung ist die Versammlung hiermit beschlußfähig.

President

Rainer introduced Barbara Rainhartz and Maarten Dankloff as the new representatives for the Netherlands.        

Rainer reminded the clubs to verify that addresses and telephone numbers published in the bulletin are current.  That way, many problems can be avoided.

As a prelude to the Treasurer's Report, Rainer asked that clubs always put the club name first on the bank transfer forms.  Some banks don't print the entire text.   But if we have the club name, it is easier to trace.

A further point is that, due to the regulatory checks by such organisations as the Tax Office, and our contracts with GEMA, it must always be obvious what our hobby entails.  Clubs should therefore be quite explicit.  Many things are no longer possible that were not registered in the past as Square Dance was not known or took place on American premises, or because the organisation was small.

Vice President

Hans asked once again that the Friendship Book rules be made clear to club members, and especially  to newly-graduated dancers.  Especially just before the jamborees, questions always mount up from dancers who have no idea of the Friendship Book Rules e.g.: how friendship badges are awarded. 

Hans reminded clubs once again that Bulletins which are mailed to club board members should also be made available to club members.  Frequently the problem arises that information published in the Bulletin  is not passed on. 

The next problem addressed by Hans was the income-tax problem for callers and cuers  hired from  non-European countries.  Each promoting club should make the necessary arrangements with the tax-office.  The number of the relevant form, with instruction leaflet and examples, is 'Formular StAb 96 Steuerabzug-Anmeldung §50a ESTG', and corresponding hints will be published in future editions of the bulletin.

Our advice is especially valid for clubs hiring American callers/cuers. Clubs should familiarise themselves with the problem.  The amount subject to income tax is considerable, depending on the salary, and should be calculated ahead of time.

Next, Hansjörg reported that a separate account had been established for the Bulletin, as it was the decision of the membership that the Bulletin should be self-supporting. In co-operation with Katharina, he has worked out the costs of the Bulletin, and has reached the following results. The revenues come from the subscriptions, and are set at 8 issues @ DM5 = DM40 per club. 

In 1996, the costs for printing and distribution per issue were DM5.12.  Additional funding was necessary.  This was largely covered by revenue from advertising and publicity, upwards of DM1 per book.  Nevertheless, we were still in the red.

1997 saw the costs for the first half-year get even worse.  The Bulletin has several more pages, and the directory has also become more extensive due to the addition of extra lists, bringing higher printing costs. For the first half-year, costs stood at DM5.41.

Unfortunately, in contrast, revenues from advertising and publicity fell, and for the first half-year stood at only DM0.60 per issue.  From this development you can see that, in a short time, the Bulletin in its current form will no longer be possible.

Hansjörg then asked whether clubs are not making false savings by not publishing their flyers in the bulletin.  When you compare expenses, you get the following example:  1 page in the Bulletin costs the club DM75.  The club is guaranteed a distribution of 1,500: 400 copies to clubs, plus another 1,100 to individual dancers.  That comes to about 5pf per flyer.  It is virtually impossible to find a copy-shop that will print a flyer for this price.  And this does not include the additional cost of postage and envelopes. It is probably better not to mention the argument, that flyers can be done at work 'under the counter'.

Clubs should consider whether it is not better value to publish their flyers in the bulletin than to distribute them indiscriminately, leave them lying around, or mail them themselves.

Hansjörg thanked everyone for the numerous letters.  The clothes question has started quite a debate.  It would be easier, however, if letters written on a PC were also sent on a diskette, which would save re-writing the letter, and also avoid typing errors. 

Netherlands Representative

Barbara announced that all Dutch clubs have a two-month summer break. If anyone has questions or needs information, they can call her.  Language is not a problem, as she speaks German, English, and, of  course, Dutch.

2.2 Treasurer's Report.

Jürgen reported that the Treasurer's report can be inspected at the info booth. Jürgen asked for help from the membership.  Transfers from the following names cannot be accounted for

Top 2.1 Bericht des Vorstandes

President:

Rainer stellt Barbara Rainhartz und Maarten Dankloff als die neuen Repräsentanten der Niederlande vor.

Rainer erinnert die Clubs daran, die gültigen Adressen und Telefonnummern wie sie im Bulletin veröffentlicht werden zu berücksichtigen. Es kann dadurch eine Menge Ärger vermieden werden.

Im Vorgriff auf den Kassenbericht bittet Rainer die Clubs, bei den Überweisungen als erstes den Clubnamen anzugeben. Einige Banken geben nicht den ganzen Text bei den Auszügen wieder. Wenn wir aber den Clubnamen haben, ist es bei Rückfragen einfacher.

Ein weiterer Punkt ist, daß wir als Verband durch die notwendigen Prüfungen wie Finanzamt und Verträge mit GEMA immer transparenter werden. Die Clubs sollten sich darüber im klaren sein. Vieles ist heute nicht mehr machbar, was in der Vergangenheit nicht registriert wurde, da Square Dance nicht bekannt war oder auf amerikanischem Gebiet stattfand, oder da der Verband klein war.

Hans bittet erneut darum, den Clubmitgliedern und vor allem den frisch graduierten Tänzern die Regeln des Friendshipbooks zu erklären. Gerade vor Jamborees häufen sich die Anfragen von Tänzern, die keine Ahnung haben, wie die Regeln für das Friendshipbook bzw. die Vergabe des Friendshipbadge sind.

Hans erinnert erneut daran, daß das Bulletin, das an die Mailing Adresse des Clubs bzw. an den Clubvorstand geschickt wird, auch den Clubmitglieder zugänglich gemacht werden soll. Häufig ergeben sich Probleme, da das Bulletin mit den darin veröffentlichen Bekanntmachungen nicht weitergegeben wird.

Der nächste Punkt ist das Einkommensteuerproblem, das bei Callern/Cuern aus nicht-EG-Ländern auftritt. Der veranstaltende Club sollte sich bei dem zuständigen Finanzamt erkundigen. Das erforderliche Formular "StAb 96 Steuerabzug-Anmel­dung §50a ESTG" mit Merkblatt und Beispiel und entsprechende Hinweise werden zukünftig beim Veranstaltungskalender im Bulletin veröffentlicht.

Unser Hinweis gilt vor allem für Clubs, die amerikanische Caller/Cuer verpflichten. Die Clubs sollten sich vorher mit dem Problem vertraut machen. Die Beträge, die sich aus der Einkommensteuerpflicht ergeben, sind abhängig von der Gage erheblich und sollten vorher bekannt sein und einkalkuliert werden.

Katharina bittet darum, bei den Änderungen der Clubdaten anzugeben, ob sie sich auf die Kontakt- oder Postanschrift beziehen.

Editor:

Hansjörg berichtet, daß für das Bulletin eine eigene Kasse eingerichtet ist, da sich das Bulletin entsprechend der Beschlüsse der Mitgliederversammlung selber tragen soll. Er hat in Zusammenarbeit mit Katharina die Kalkulation für das Bulletin überarbeitet und ist zu folgendem Ergebnis gekommen:

Die Einnahmen ergeben sich aus 8 Ausgaben x 5,00 DM = 40,- DM pro Club bzw Abo.

1996 wurden für Druck und Versand pro Ausgabe 5,12 DM ausgegeben. Des weiteren waren einige Investitionen notwendig. Dies konnte zum größten Teil durch Einnahmen aus Anzeigen und Werbung in Höhe von 1,- DM pro Heft aufgefangen werden. Dennoch ist ein kleines Minus entstanden.

1997 sieht die Kalkulation für das 1. Halbjahr aber schlechter aus. Das Bulletin hat einige Seiten mehr und auch das Directory ist durch zusätzliche Listen umfangreicher geworden. Dies hat höhere Druckkosten mit sich gebracht. Für das erste Halbjahr ergeben sich daher Kosten von 5,41 DM.

Leider sind im Gegenzug aber die Einnahmen aus Anzeigen und Werbung zurückgegangen und liegen derzeit für das erste Halbjahr nur noch bei 0,60 DM pro Ausgabe. Aus dieser Entwicklung läßt sich absehen, daß sich in kurzer Zeit das Bulletin in der bisherigen Erscheinungsform nicht mehr selber trägt.

Hansjörg fragt nun, ob die Clubs mit ihrer Zurückhaltung bei der Veröffentlichung von Flyern im Bulletin nicht am falschen Ende sparen. Wenn man die Kosten zusammenstellt, ergibt sich folgendes Beispiel: 1 Seite im Bulletin kostet den Club 75,- DM. Dafür bekommt der Club eine Auflage von 1500 Stk., die garantiert an jeden Club und noch an ca. 1000 einzelne Tänzer geht. Das macht pro Flyerexemplar ca. 5 Pfennig.

Für diesen Betrag ist wahrscheinlich kein Copyshop zu finden, der die Flyer druckt. Der Versand und die Umschläge sind dabei noch nicht berücksichtigt. Das Argument, daß die Flyer beim Arbeitgeber unter der Hand gemacht werden, ist besser nicht anzuführen.

Die Clubs sollten überlegen, ob es nicht doch preiswerter ist, im Bulletin den Flyer zu veröffentlichen, als die Flyer wild zu streuen, auszulegen oder selber zu versenden.

Hansjörg bedankt sich für die zahlreichen Zuschriften, gerade die Kleiderfrage hat eine rege Diskussionen ausgelöst. Es wäre aber einfacher, wenn die Briefe, die auf PC geschrieben wurden, auch auf Diskette eingehen würden, dadurch kann das erneute Abschreiben gespart und Fehler verhindert werden.

Repräsentanten der Niederlande

Barbara berichtet, daß alle niederländischen Club 2 Monate Sommerpause machen. Falls Fragen sind oder Information benötigt wird, könnt Ihr anrufen. Sprachlich dürfte auch kein Problem auftreten, da Deutsch, Englisch und natürlich Holländisch gesprochen wird.

Top 2.2 Kassenbericht

Jürgen teilt mit, daß der Kassenbericht am Infostand eingesehen werden kann. Er bittet die Mitglieder um Mithilfe. Unter folgenden Namen liegen Überweisungen vor, die nicht zugeordnet werden können:

Peter Weber explained that this club represents an association of the Berlin Square Dance Clubs, and offers its members the opportunity to dance on different days.

After a lengthy discussion(new club, GEMA fees, negative effect on small clubs, fees/entrance for guests, special dance questions) the motion was proposed to postpone the vote on whether to accept the club.

The motion was accepted. The board will meet with the club for further clarification.

5.  Determining the Membership Fees for 1998

Hans reported on the negotiations with GEMA, and announced a fee-increase for club/class evenings and special dances. The fee for a club/class evening will be increased from DM40 to DM50.  The increase is to apply by December 1999.  Therefore the new annual contribution for 1998 is DM200.00

For special dances, the increased fee is set at DM140.00. The question arises, whether it is necessary to vote, or whether there are other possibilities.   What would happen if the  clubs don't agree to the increase? Rainer explained that then we would cancel the existing contract, and each club would be responsible for handling their own negotiations with GEMA.

6.  Jamborees:  Reports, Dates and Applications

Rainer announced that the applications to host jamborees are dropping.  If there are no concrete applications within the next few weeks, the Winter Jamboree will have to be cancelled. The same goes for the Spring Jamboree, although here there is a little more time. 

From Rainer's experience of the last few years, the problem is that clubs feel they must be able to offer several halls.  But this is not necessary.  An interesting   program can be offered with 2 or even 1 hall.  Just be sure that mainstream dancers are accommodated. No other dance programs or dance levels must necessarily be offered. 

Rainer asks the clubs to take note of these points, and reconsider applying. Immediately several clubs from the Heidelberg area offered to host the Winter Jamboree.  Further information will follow as necessary.  Clubs from the Cologne area applied to host the Spring 1998 Jamboree.

on the European Convention

Harald reported that he currently  has 1650 pre-registrations. He reminded everyone again that tents are not allowed at the halls. Furthermore, all sleeping accommodation in Hall 3 is booked.

On the subject of the sight-seeing tour and the visit to a vineyard,  Harald announced that the tour would begin at 10.00am on Saturday, and would be finished by 12.00.  Further information (city map and meeting place)  will be given out with the badges at the Convention.

Nach ausführlicher Diskussion (Neuer Verband, GEMA-Gebühren, Schädlichkeit für kleine Clubs, Beitrag/Eintritt für Gäste, Specialdancefrage), wird der Antrag gestellt, darüber abzustimmen, ob die Abstimmung zur Aufnahme verschoben wird.

TOP 5 Festlegung des Mitgliedsbeitrag 1998

Hans berichtet von den Verhandlungen mit der GEMA und den angekündigten Gebühren-erhöhungen für Club/Classabende und Specialdances. Der Beitrag für Club/Class­abende soll von 40,- DM auf 50,- DM erhöht werden. Die Erhöhung soll bis zum 31.12.1999 gelten. Damit ergibt sich ein neuer Jahresbeitrag für 1998 von 200,00 DM.

Bei den Specialdances soll die Erhöhung auf 140,00 DM festgesetzt werden.

Es kommt die Frage auf, ob wir überhaupt abstimmen müssen und ob wir eine andere Möglichkeit haben. Was passiert, wenn die Clubs der Erhöhung nicht zustimmen?

Rainer erklärt dazu, daß wir dann den bestehenden Vertrag kündigen und jeder Club muß dann mit der für ihn zuständigen Bezirksdirektion der GEMA selber verhandeln.

Top 6 Jamborees: Berichte, Termine und Bewerbungen

Rainer berichtet, daß die Bewerbungen für Jamborees zurückgehen. Falls wir nicht innerhalb der nächsten Wochen eine konkrete Bewerbung haben, wird das Winter Jamboree ausfallen. Das gleiche gilt für das Spring Jamboree 1998, obwohl hier etwas mehr Zeit ist.

Nach Rainers Erfahrungen aus den letzten Jahren ist ein Problem bei der Bewerbung, daß die Clubs der Meinung sind, möglichst viele Hallen anbieten zu müssen. Dies ist aber nicht erforderlich. Es kann auch ein interessantes Programm mit ein oder zwei Hallen aufgebaut werden. Dabei ist darauf zu achten, daß die MS-Tänzer und die Vorgaben berücksichtigt werden. Alle anderen Tanzprogramme müssen nicht angeboten werden.

Rainer bittet die Clubs, sich diese Argumente zu merken und über eine Bewerbung nachzudenken. Spontan erklären sich darauf mehrere Clubs aus dem Heidelberger Raum bereit, das Winter Jamboree 1997 durchzuführen. Nähere Information erfolgen in dem festgelegten Zeitrahmen. Die Clubs aus dem Kölner Raum bewerben sich spontan für das Spring Jamboree 1998.

Bericht zur European Convention

Harald berichtet, daß er bisher ca. 1650 Voranmeldungen hat. Er erinnert erneut daran, daß an den Hallen das Zelten nicht möglich ist. Des weiteren sind alle Schlafplätze in der Halle 3 belegt.

Zum Stadtrundgang und zur Besichtigung eines Weingutes gibt Harald bekannt, daß der Rundgang am Samstag um 10:00 Uhr beginnt und um 12:00 Uhr beendet sein wird. Die näheren Informationen (Stadt­plan/Treff­punkt) werden mit den Badges an der Convention ausgegeben.
