1. Roll Call.

Instead of the president, Hans Beil opens the General Membership Meeting at 9.14 hour.

The president determines that of 440 member clubs 97 voting representatives are present. (The list of clubs represented is Annex 1 of the original minutes.)

The invitation with the agenda has been published in the August issue of the BULLETIN. In accordance with the statutes, the meeting therefore constitutes a quorum.

Der Präsident stellt fest, daß von den 440 Mitgliederclubs 97 stimmberechtigte Club-vertreter anwesend sind. (Die Liste der vertretenen Clubs ist dem Originalprotokoll als Anlage1 beigefügt)

Die Einladung mit allen Tagesordnungs-punkten wurde in der Augustausgabe des BULLETINs veröffentlicht. Entsprechend der Satzung ist die Mitgliederversammlung damit beschlußfähig.

2. Reports

President

Rainer passes on information from ECTA: Now  there is also a Coordinator for Contra and Traditional. Carol Blackmann: She is happy to give any necessary information and organizational  help to interested clubs.

EAASDC Calendar

Rainer again calls to mind that the responsibility for the calendar has been changed. All applications for Special dances must be sent to Hans Beil. The GEMA Fee for a One Day Special is DM 140,--

Vice President

GEMA forms

Hans asks that only the new GEMA form which was distributed be used. It was paper-fastened in the August directory of the Bulletin.

Additional club nights:

Hans mentions that some clubs have more than one club- and /or one class night. It is possible to have more than one club/class night but to get the coverage for GEMA the Club has to pay for each additional night  DM 50,--/year. Also this applies if the club/class night is on the same day, you have to pay extra.

Club name:

Activities as an EAASDC Member under a separate name are only possible if you use the club name as the main part of the other activity - e.g. Club XYZ and Club XYZ-Clogging Group. But, please use this name everywhere, especially in the Internet and Club magazine. If the other name is used alone, the group is considered a separate club which is not  a member of EAASDC.

Jamboree Application Forms:

Those who are interested in planning a Jamboree can order an application form from Hans. These forms include all necessary points and make  an advance calculation easy.

Definitive acceptance of a Jamboree.

Past experience has shown that we should stick to one golden rule: the final application or decision must be made six months prior to the event.

Friendship books.

There are at last no more problems with them. Thank You to all Board members especially the present representatives for telling their club members how to handle the book.

BULLETIN Editor:

Delivery time for Bulletin.

Hansjörg would like to know when the September issue of the Bulletin was in the postbox. Up to 5^th September some had not received it, although the delivery day was the 27^th August. We have to complain about this to the post office.

BULLETIN  Administrator:

Club vacation.

Katharina reports  that the additional club info: ‘Club not dancing during vacation!' only appears in the May and August issue of the Directory. Any unchanged entries will be kept in 1999 as they were in 1998.

Treasurer:

Direct Debit Mandate for club dues.

Jürgen reports that every club can have a club account, even when it does not have the status of e.V.

When there is a change in the board function and the dues are paid from the private account, the change of the account No. has to be given to Jürgen.

Jürgen has 15 direct debit mandates which are debit repaid because the account was apparently closed. These are extra costs of DM 30,-- (and DM 80,-- for outside of Germany) which have to be added to the club dues. Besides the cost, the club is no longer an EAASDC Member, because the money is not paid, or paid too late. If you like, he will gladly give you all necessary information, when you call him.

If your club belongs to an organization such as a Sportverein, Church or you pay from your private account, please remember that the club name has to appear in the field "Ver-wendungszweck" at the first position.

5. Admission of New Members

In accordance with the statutes Rainer, in the absence of the secretary, presents the new Subscriber Clubs.

Aus familiären Gründen war es dem Schriftführer Harald Heinz nicht möglich, am Fall Round Up anwesend zu sein.

TOP 2. Berichte

Präsident

Rainer gibt eine Information von ECTA weiter: Es gibt jetzt auch einen Coordinator für Kontra und Traditionell: Carol Blackmann. Sie ist gerne bereit, den interessierten Clubs Hilfe und Unterstützung bei der Organisation zu geben.

EAASDC Kalender

Rainer weist nochmals darauf hin, daß sich die Zuständigkeit für den EAASDC Kalender geändert hat. Alle Anmeldungen für Specials müssen an Hans Beil gehen. Die GEMA-Abdeckung  für einen 1-Tages Special beträgt DM 140,--

GEMA-Formulare

Hans bittet, nur das neue GEMA Formular zu verwenden, welches mit dem August Directory des Bulletins versendet wurde bzw. darin abgeheftet war.

Zusätzliche Clubabende:

Hans spricht die Tatsache an, daß manche Clubs mehr als einen Club- oder Klassen-abend haben. Es ist durchaus möglich, mehr als einen Club-/Klassenabend zu haben, aber um die GEMA-Abdeckung zu erhalten, muß für jeden zusätzlichen Abend DM 50,--/Jahr bezahlt werden. Auch wenn Club- und Klassenabend am selben Tag stattfinden kostet jeder weitere Abend extra.

Clubname:

Aktivitäten als EAASDC-Mitglied unter einem anderen Namen sind nur möglich, wenn der Clubname Hauptbestandteil der anderen Aktivität bleibt - z.B. Club XYZ und Club XYZ-Clogging Gruppe. Bitte diesen Namen aber überall angeben, besonders auch im Internet und auf Clubzeitungen. Wird  der andere Name allein verwendet, so ist dies  als eigenständiger Club anzusehen, der  kein  EAASDC Mitglied ist.

Jamboree Formulare:

Wer an der Ausrichtung eines Jamboree interessiert ist, kann von Hans Formulare anfordern, die alle Punkte enthalten, die zu beachten sind und die Vorkalkulation erleichtern.

Endgültige Zusage für eine Jamboree.

Die Vergangenheit hat gezeigt, daß wir uns an die Grundregel halten müssen: Eine endgültige Bewerbung bzw. Entscheidung muß sechs Monate vor der Ausrichtung vorliegen.

Friendship books.

Es gibt endlich keine Probleme mehr damit. Vielen Dank an alle Clubvorstände, besonders die anwesenden Clubvertreter, die Ihren Mitglieder sagten, wie das Buch zu handhaben ist.

BULLETIN Editor:

Lieferzeit des Bulletins.

Hansjörg fragt nach, wann die Septemberausgabe des Bulletins eingegangen ist. Bis zum 5. September hatten manche es noch nicht erhalten, obwohl der Versand schon am 27. August erfolgte.  Wir werden dies bei der Post reklamieren.

BULLETIN  Administrator:

Clubferien.

Katharina informiert darüber, daß die Club-einträge: "Club tanzt nicht in den Ferien!" nur im Mai und August als Zusatz im Directory erscheinen. Alle bis 1999 nicht geänderten Einträge werden von 1998 übernommen.

 Schatzmeister:

Einzugsermächtigungen für Clubbeiträge

Jürgen informiert darüber, daß jeder Club ein Vereinskonto haben kann. Der Club muß nicht unbedingt ein e.V. sein.

Beim Wechsel in der Boardposition und Zahlung der Beiträge vom Privatkonto muß eine Änderung der Konto Nr. unbedingt an Jürgen gemeldet werden.

Jürgen hat 15 Einzugsermächtigungen, bei denen eine Rückbelastung erfolgte, weil z.B. das ursprüngliche Konto aufgelöst wurde. Diese Rückbelastungen kosten DM 30,--, (im Ausland DM 80,--) die natürlich wieder dem Club belastet werden müssen. Der Club ist dann auch kein EAASDC Mitglied mehr, da das Geld nicht oder erst zu spät eingebucht werden konnte. Er ist gerne bereit, telefonisch Auskünfte zu geben.

Bei Zugehörigkeit zu übergeordneten Organisationen wie z.B. Sportvereinen, kirchlichen Organisation oder Abbuchung vom Privatkonto, ist daran zu denken, daß bei allen Überweisungen und auch für diese Einzugsermächtigung der Clubname unbedingt im Feld Verwendungszweck als erstes erscheint.

6. Applications

6.1 Amendment of the Statutes

Section 6 paragraph 1 Acceptance of regular members

Hans again reads the amendment to the Statute for concerning the acceptance of new members which was printed in the August issue of the Bulletin.

·        with 1 dissenting vote and 4 abstentions accepted by the majority.

6.2 Guidelines for Jamborees

Sect. 2.10.1 Shops at the Jamboree

Also printed in the August issue of the Bulletin

Explanation:

The sales activities of the shops on  Jamboree weekends take place essentially outside the normal shop opening hours. These activities are subject to locally  widely differing rules and regulations which may lead to difficulties. The new rules as suggested are supposed to exempt  the hosting club as well as EAASDC from any  consequences which may result from this situation.

Furthermore, the hosting club avoids any problems arising from the allocation of space to individual shops. On the other hand  EAASDC avoids any semblance of engaging in commercial activities which might jeopardize its status as a non-profit-making organization or even the status of the hosting club.

The shops certainly have the possibility to appoint someone from their ranks to be responsible for renting or providing space and allocating it to individual shops.  Whether the hosting club offers assistance in negotiating with local authorities or conducts the negotiations on behalf of the shops, is up to the club. It should, however, not rent the space for the shops itself.

The rule that shops are not allowed in the dancing areas is already included in the Jamboree Guidelines and is in the interest of the dancers.

However, shops may certainly be set up in areas which are only accessible from the dance floor.

7. Introduction of the candidate for the office of EAASDC President.

Rolf Möller - Speaker of the  Nominations Committee.

Already at the Summer Jamboree 1998 in Dachau the nomination for a new president was closed. Therefore the nomination procedure has been in accordance with the Statute.

Rainer Scheiblich is the only candidate and already presented his board in the August  issue of the Bulletin.

Rolf appoints some people to count the  votes and asks Rainer if he is  willing to accept  the election if he receives the majority of votes. Rainer answers in the affirmative.

8. Election of the new EAASDC President.

Entitled to Vote: 97

·        with 4 abstentions Rainer Scheiblich is elected by the majority.

Rainer accepts the election as President and thanks the nomination committee for the work which they have done.

He again mentions the change in the Board and thanks especially Joe and Charlotte Beckmann  as outgoing members for all their work for the board.

As new members he introduces Gina & David Draker, who from now on are in charge of international affairs and matters going beyond the scope of EAASDC .

9. Jamborees - reports, dates and bids

Rainer reports on the current situation of the Jamboree calendar. The list will be printed in the BULLETIN.

As long as a Jamboree is not given away finally to a club the Jamboree will appear as tba (to be announced) in the calendar to avoid problems in the planning phase.

Alle oben aufgeführten Clubs wurden mit Mehrheit in die EAASDC aufgenommen.

TOP 6. Anträge

6.1 Änderung der Satzung

§ 6 Abs. 1 Aufnahme neuer ordentlicher Mitglieder

Hans liest nochmals die vorgeschlagene Satzungsänderung zur Aufnahme neuer ordentlicher Mitglieder, wie im August Bulletin abgedruckt, zur Abstimmung vor.

Stimmberechtigt: 97

·        bei 1 Gegenstimme und 4 Enthaltungen mit großer Mehrheit angenommen.

6.2 Guidelines der Jamborees

Ziffer 2.10.1 Shops bei den Jamborees

Antrag  wie im August Bulletin abgedruckt.

Begründung:

Die Verkaufstätigkeit der Shops während der Jamboree-Wochenenden ist überwiegend außerhalb der üblichen Ladenöff-nungszeiten. Dafür gibt es örtlich unterschiedliche Regeln und Auflagen, die zu Schwierigkeiten führen könnten. Der gastgebende Club und EAASDC als Veranstalter der Jamboree sollen mit der vorgeschlagenen Regelung von allen sich daraus ergebenden Konsequenzen freigestellt werden.

Damit wird auch vermieden, daß es für den gastgebenden Club Probleme wegen der Zuordnung der Flächen für die einzelnen Shops ergeben. Andererseits entsteht damit auch kein Anschein einer gewerblichen Betätigung der EAASDC, welche die Gemeinnützigkeit des Verbandes und im Einzelfall auch die des gastgebenden Clubs gefährden könnte.

Die Shops haben selbstverständlich die Möglichkeit, ihrerseits einen Beauftragten aus ihren Reihen zu wählen, der für die Anmietung bzw. Bereitstellung von Flächen für die Shops und ihre Aufteilung zuständig ist. Ob gegebenenfalls der gastgebende Club bei den Verhandlungen mit den örtlichen Stellen Hilfe leistet oder diese für die Shops führt, bleibt in das Belieben der Clubs gestellt, die damit aber nicht selbst zu Mietern der Shopfläche werden sollen.

Die Regel, daß die Tanzflächen selbst von Shops freizuhalten sind, war bereits Bestandteil der Richtlinien und versteht sich im Interesse der Tänzer von selbst.

Dies berührt nicht die Möglichkeit, in nur von der Tanzfläche aus zugänglichen Neben räumen Shops unterzubringen.

TOP 7. Vorstellung des Kandidaten für das Amt des EAASDC Präsidenten.

Rolf Möller - Sprecher des Nomination Commitees.

Zur Sommerjamboree 1998 in Dachau war die Nominierung zur Kandidatur des neuen Präsidenten abgeschlossen. Die Nominierung ist damit satzungsgemäß verlaufen.

Es wurde nur Rainer Scheiblich genannt, der sein Board bereits im August Bulletin vorgestellt hatte.

Rolf bestimmte einige Personen zur Stimmenauszählung und fragt als erstes, ob Rainer bereit sei gegebenenfalls die Wahl anzunehmen. Rainer antwortet mit JA .

TOP 8. Wahl des neuen EAASDC Präsidenten.

Stimmberechtigt: 97

·        bei 4 Enthaltungen wurde Rainer Scheiblich von der Mehrheit gewählt. 

Rainer nimmt die Wahl als an und bedankt sich bei dem Nominierungskommitee für die geleistete Arbeit.

Er weist nochmals auf die Veränderung im Vorstand hin und bedankt sich besonderes bei Joe und Charlotte Beckmann für die geleistete Arbeit im Vorstand.

Als neue Vorstandsmitglieder stellt er Gina & David Draker vor, die sich verstärkt um internationale Belange, welche über den Bereich der EAASDC hinausgehen, kümmern werden.

TOP 9. Jamborees - Termine und Bewerbungen

Rainer informiert über den neuesten  Stand des Jamboree Kalenders. Dieser wird im BULLETIN abgedruckt werden.

Solange ein Jamboree nicht endgültig vergeben ist, wird es im Kalender als "tba"  (wird noch bekanntgegeben) aufgeführt um Probleme bei den Planungen zu vermeiden.
