President Franz Schwaiger opened the Membership Meeting at 9.37 a.m. and welcomed those present.

The invitation to this meeting, with the agenda, was published in the August 2003 issue of the Bulletin in accordance with the membership regulations.

According to the statutes, the meeting constitutes a quorum. The signed document is attached as an annex to the original minutes.

Board Members present:

Präsident Franz Schwaiger eröffnet die Mitgliederversammlung um 9.37 Uhr und begrüßt die Anwesenden.

Die Einladung mit der Tagesordnung wurde in der Ausgabe des Bulletins vom August 2003 veröffentlicht und ist somit den Mitgliedern ordnungsgemäß zugegangen.

Entsprechend der Satzung ist die Versammlung hiermit beschlussfähig. Die Unterschriftenliste ist dem Original-Protokoll als Anlage beigefügt.

Anwesende Mitglieder des Vorstandes:

1. Board Report

Franz asks everybody to take care not to send infected e-mails. His computer crashed after receiving a mail infected with a virus.

Katharina announces that only mails that can be identified as official will be opened. Therefore, she asks that the club name be included in the subject field.

In addition, Katharina explained the use of Friendship Books, and clarified the rules. Further information will be published in the Bulletin. As she explains, dancers who are not members of an EAASDC club cannot receive credit for signatures. Signatures from adult evening classes are not valid, nor can signatures be given at Specials.

Karin went on to explain that GEMA coverage only applies to audio tapes, not video.

Jürgen explained that recently the EAASDC expenses have increased, and he would like to see an increase in club dues of Euro 10 per club per year from 2005. The fees for non-German clubs would increase by Euro 5. This proposal will be voted on at the Spring Jamboree 2004, when it will be on the agenda.

Barbara requested that e-mails about specials not be sent to individual clubs in the Netherlands, but sent to her centrally, and she will forward them. They should not be large files, just brief information about the specials, or a link to the club homepage. At the moment, 25 clubs are members.

René announced that addresses and information about the Swiss clubs can be found on the Internet at www.Square.Dance.ch. There you can find all important information about club evenings, specials and directions to the clubs.

Klaus announced that so far he has only  received 580 returned dancer questionnaires. He thanks all those who have already completed one, but for statistical reasons, they need at least 1,000 completed questionnaires, and requests all clubs to encourage participation from their club members. The questionnaire is also available in English, can be downloaded from the EAASDC web page , or can be filled out on line.

The results will be announced at the Spring Jamboree 2004.

 A preliminary evaluation can already be seen at the Info booth.

On behalf of Hansjörg Pade, Katharina announced that a new link can be found on the web page for "Help wanted". It concerns a route planning system, which shows the addresses and a maps of clubs. It is still in the test phase, and they are very interested in feedback. More information will be found in the September issue of the Bulletin.

2. Approval of the Minutes of the Membership Meeting at the Spring Jamboree 2003 in Kehl.

The minutes of the membership meeting were published in the May issue of the Bulletin.

Hans-H. explained that, due to technical problems, they were not able to record the minutes, and that therefore they were written from memory.

This led to a misunderstanding, which was noticed by Peter Weber of the Rubber Dollies.

It concerned topic 5 of the minutes
(p. 19 of the May issue of the bulletin). Peter Weber did not propose that the contract with GEMA should be changed, that is not possible. He had proposed that we enter into discussion with GEMA.

Karin had at that time asserted some provisos. Correctly, at the Spring Jamboree no vote was taken on the subject.

Accordingly, the minutes will be amended. Hans-H. proposed that the minutes of the Spring Jamboree 2003, with this amendment, be accepted.

With five abstentions, the proposal was accepted.

In addition Karin announced that this topic was already a subject matter for their negotiations with GEMA, and they had already discussed keeping the prices as they were.

3. Roll Call

It was determined that 109 voting members were present. This corresponds to  about 20% of all registered clubs.

The list of the clubs represented is attached as an annex to the original minutes.

4. Admission of New Members

TOP 1: Bericht des Vorstands

Franz bittet darum, darauf zu achten, dass keine virenverseuchten Mails geschickt werden. Durch eine solche Mail wurde sein Computer zum Absturz gebracht.

Katharina erklärt, dass nur noch eindeutig zu identifizierende Mails geöffnet werden. Da viele Werbe-E-Mails verschickt werden, bittet sie eindringlich darum, den Clubnamen in die Betreffzeile zu schreiben.

Karin erläutert nochmals den Sinn des Friendship-Books und erklärt die Regularien. Sie wird dazu im Bulletin Informationen veröffentlichen. Sie verweist darauf, dass es keine Unterschriften für Tänzer und Tänzerinnen geben kann, die nicht Mitglied eines EAASDC-Clubs sind. Unterschriften von VHS-Kursen sind ungültig, auf Specials dürfen ebenfalls keine Unterschriften gegeben werden.

Weiter teilt Karin mit, dass die GEMA-Abdeckung nur für Ton und nicht für Bilder gilt. Daher sind Videoaufnahmen nicht mit abgedeckt.

Jürgen erläutert, dass die Ausgaben der EAASDC in der letzten Zeit angestiegen sind, und er möchte den Antrag stellen, die Mitgliedsbeiträge ab 2005 pro Club und Jahr um 10 Euro zu erhöhen. Der Beitrag für ausländische Clubs soll sich entsprechend um 5 Euro erhöhen. Über den Antrag soll auf dem Spring Jamboree 2004 abgestimmt werden, der Antrag wird auf die Tagesordnung gesetzt.

Barbara bittet darum, E-Mails über Specials nicht an die holländischen Clubs sondern zentral an sie zu senden, sie wird sie weiterleiten. Es sollen keine großen Dateien sein, sondern nur kurze Hinweise zu den Specials oder auf einen Link oder die Home-Page eines Clubs. Zur Zeit sind 25 holländische Clubs angeschlossen.

René teilt mit, dass Anschriften und Daten der Schweizer Clubs über das Internet www.Square.Dance.ch abgerufen werden können. Dort befinden sich alle notwendigen Informationen über Clubabende, Specials und Wegbeschreibungen.

Klaus teilt mit, dass es zur laufenden Tänzerbefragung bisher einen Rücklauf von 580 Fragebögen gibt. Er dankt allen, die sich schon beteiligt haben. Aus statistischen Gründen werden aber mindestens 1000 ausgefüllte Fragebögen benötigt, und er bittet darum, in den Clubs für die Teilnahme an dieser Aktion zu werben. Es liegen auch Fragebögen in englischer Sprache aus, die Fragebögen können von der Homepage der EAASDC heruntergeladen werden oder auch online ausgefüllt werden.

Das Ergebnis der Auswertung wird auf dem Spring Jamboree 2004 vorgestellt. Eine Zwischenauswertung kann schon jetzt am Infostand eingesehen werden.

Katharina teilt auch im Namen des Webmasters Hansjörg Pade mit, dass es auf der Homepage ein neuer Link eingerichtet wurde "Help Wanted". Es handelt sich um einen Routenplaner, mit dem die Tanzadressen und der Lageplan der Clubs abgerufen werden können. Dies befindet sich noch in der Testphase, an Erfahrungen damit sind sie sehr interessiert. Näheres dazu steht in der September-Ausgabe des Bulletins.

TOP 2: Genehmigung des Protokolls der Mitgliederversammlung vom Spring Jamboree 2003 in Kehl.

Das Protokoll der Mitgliederversammlung wurde in der Bulletin-Ausgabe vom Mai 2003 veröffentlicht.

Hans-H. teilt mit, dass das Protokoll wegen technischer Probleme nicht auf Tonträger aufgenommen wurde und daher ein Gedächtnisprotokoll erstellt werden musste.

Dies führte zu einem Missverständnis, auf das Peter Weber von den Rubber Dollies aufmerksam machte.

Es handelt sich hier um TOP 5 des Protokolls (S. 19 der Mai-Ausgabe des Bulletins). Peter Weber hat nicht vorgeschlagen, den Vertrag mit GEMA zu ändern, das können wir so auch nicht durchführen. Er hatte vorgeschlagen, dahingehend mit GEMA zu verhandeln.

Karin hatte damals Vorbehalte geltend gemacht. Richtig ist, dass auf dem Spring Jamboree darüber nicht abgestimmt wurde.

Das Protokoll wurde dahingehend geändert. Hans-H. stellt den Antrag, das Protokoll des Spring Jamboree 2003 mit dieser Änderung zu genehmigen.

Der Antrag wird mit fünf Enthaltungen mehrheitlich angenommen.

Karin teilte erganzend dazu mit, dass dieses thema bereits Gegenstand der Verhandlungen mit der GEMA war und dazu geführt hat, dass in der Vergangenheit die Preise nicht erhöht wurden.

TOP 3: Feststellung der Anwesenheit

Es wird festgestellt, dass 109 stimmberechtigte Mitglieder anwesend sind. Dies entspricht ca. 20 % aller eingetragenen Clubs.

Die Liste der vertretenen Clubs ist dem Original-Protokoll als Anlage beigefügt.

The information about these clubs was published in the Bulletin. There were no questions or concerns. The Board has agreed to accept these clubs as members.

5. Jamborees - Appointments and Options

Spring Jamboree 2004: Munich Swinging Bells, Munich

Renate Brandl, President of the club, gives details.

The Spring Jamboree will take place in the ASV Halls in Dachau. The entrance price will be Euro 13, children under 14 free. On Saturday, child-care will be available. On Saturday evening, there will be a separate youth hall. A sleeping hall will be available, there will be parking places for trailers and motor homes, as well as sufficient parking for cars.

European Convention 2004

Franz explained that this event had to be cancelled, as the situation was unclear, and the financial risks were too great. The EAASDC Board didn't reach the decision lightly, and regrets that they had no alternative.

Ralf Kollmeyer from the Hannover  Hearties put forward the point of view from his club. The club was asked to host the European Convention, and they worked for over a year on it. The concept was determined, the halls and catering were arranged, and the programme had been worked out. The only thing missing was the consent  of the City of Hannover for use of the Stadium Sport Hall. For financial reasons, this had to be sold, and for political reasons the sale was taking a long time. As the club had contact with the City Council, they knew that there was only one applicant, and the club already had a pre-contract with him.

When the cancellation came from the EAASDC Board, the club was very disappointed, and felt that its work was not appreciated. They understood the critical timeframe, but would have liked more trust from the EAASDC Board in their work, and more support.

In the meantime the Stadium Hall was sold to the applicant, the flyers were already out, and the European Convention could have taken place.

Franz put forward the position from the point of view of the EAASDC board. As the time was so short, they needed to have a binding agreement.  They had already informed the Hannover Hearties at the Spring Jamboree in Kehl that they needed a definitive agreement at the latest by the middle of April. This date was always being postponed. The club was told in plenty of time that a final decision would have to be made at the board meeting on 29^th Jun 2003.

In the letter from the Hannover Hearties presented on 29^th Jun 2003, it was still not certain whether they would have the hall or not, and the costs were also not definite. As the financial risks would increase the longer the decision to cancel was delayed, and as the EAASDC would have to bear at least 60 % of the expenses - and consequently all clubs through their dues - the board saw no alternative but to cancel the European Convention at this point. The board tried to do what was best on behalf of all the clubs.

Peter Weber from the Rubber Dollies asked whether the decision could be reversed.

Franz Altmappen from the Hannover Hearties explained that this is no longer possible, as in the meantime another club has arranged their Special on this date, and also they have given back the halls to the regional sport council of Hannover.

Martin from the Yellow Rose is sure that the board didn't make the decision lightly, and wanted to know if it would be helpful if, in the future, the clubs would shoulder the financial risks.

Franz answered that before decisions could be made in the future, a legally binding pre contract for the halls would have to be  made. It would not work that the Special would first be allocated, and then the club would begin to worry about the hall. The situation must be reversed, so that the financial risks can be weighed before the option is given.

Franz thanked the Hannover Hearties for their hard work, and asked the club to submit their expenses for reimbursement.

Ralf Kollmeyer stated his thanks for this offer, and announced that in 2005 or 2006 a new Heartie-Party would take place.

Franz announced that the Fall Round Up 2004 would take place in Osterholz-Scharmbeck. Hosts are the Open Squares. Plans are underway.

The Kuntry Kuzins have an option for the  Spring Jamboree 2005, and an announcement about the final decision will be made at the Spring Jamboree 2004.

Fall Round Up 2005

The Fall Round Up 2005 will take place in Bergheim, the hosts are the Archway Happy Hoppers. It will be a celebration on the occasion of the 50^th birthday of the EAASDC.

As there was no one present from the Archway Happy Hoppers, Hans-H. provided specific information.

 Bergheim is located between Cologne and Aachen, and can  easily be reached via public transportation.  The representatives of the city of Bergheim have promised the club officers all their support, and have made the eight halls available at a very reasonable price. Accommodation is available in the surrounding area at all prices. At present, the Archway Happy Hoppers have 63 club members, and will be supported by the Double Diamonds.

The entrance fee will be Euro 10.

The Fall Round Up will be renamed "50 years of EAASDC". ECTA will not be one of the co hosts, as not only ECTA callers will be on the programme.  ECTA has already agreed to this. Callers and cuers from all the European organisations will be represented. The motion to rename the event will be made at the Spring Jamboree 2004.

Frank Schell from the  Potsdam Promenaders stated that in 1979 the Beaux and Belles celebrated the 25^th anniversary under the name of Fall Round Up, and he doesn't see the point in changing the name this time. Franz answered that, as this was not a joint endeavour with ECTA, it could not be called Fall Round Up, as non-ECTA callers would be on the programme.

There were no more applications for future Jamborees or Round Ups.

All clubs are invited to present applications.

6. Information on the cancellation of the European Convention 2004 in Hannover

This topic has already been dealt with under point 5.

7. Proposal from the Bernemer Squeezers: Reintroduction of the 100 km restriction between two Specials

The exact wording of the proposal was published in the August issue of the Bulletin. The motion was presented within the time limit.

There followed a long discussion. Peter Weber from the Rubber Dollies said that this rule wasn't abandoned without reason, and that at the time everybody was pleased about it. This proposal shows that clubs are not able to work together, to reach mutual agreements about the dates.

Sandra from the Bernemer Squeezers regrets this, but it seems to her that there is no other alternative. Some Specials are so badly run, and it is no fun to dance at them.  This proposal has been made so that this doesn't happen any more.

Reinhard from the Plus Connection thinks that if it was properly regulated, then it would be a good idea. Not only specials on the same day are concurrent, but also events held on the following day or one week before or later.

For Franz the meat of this proposal is that clubs would no longer be deciding for themselves. If the EAASDC makes the decision - would the clubs be willing to accept this decision?

Furthermore, said Franz, the board also had problems with the  similar dance programmes. When registering for a special, the programme as well as the dance place would have to be given, and could not be changed. All decision-making would be taken from the club. When it comes down to it, the dancers decide for themselves where they want to go.

Karin continued that the extra work that this would impose on the board would not be possible. Up until now, the board works voluntarily, but this would no longer be possible. Besides, there would be additional expenses to the EAASDC, e.g. a computer programme to assess distances.

Also, GEMA fees could increase, as at the moment we are charged for a certain number of events. If the number of specials is reduced, the rebate could also be reduced.

Besides, you have to consider that six months for a final lottery drawing is too short, as the contracts for the halls as well as for the callers and cuers have to be finalised long before that. Who would bear the costs for the cancellation of planned specials which were picked by the drawing?

Heike from the Bernemer Squeezers asks how many more specials there have been since the kilometre restriction was withdrawn. She suspects that the number of active dancers who travel has not increased at the same rate. It makes no sense that every club thinks that they must hold a Special. Most clubs seem to think that they should, and do not realise that fewer and fewer dancers are travelling.

Franz answered that no one can tell clubs whether or not they can hold a special.

Karin noted that last year about 300 of the 500 clubs held specials.

Peter Weber from the Rubber Dollies thinks that every club has the right to have a disastrous special, and requests it be put to the vote. The proposal is read out. It failed, with 5 no votes and 5 abstentions.

8. AOB

Jürgen Hartig from the Cloverleaves Hannover  had a question about GSI. A lot of people don't know what GSI  means, and who is behind it. In the March issue of the Bulletin was an article which raised some questions. GSI wants to provide strong support for increasing the number of dancers and first-class training for callers. As far as he knows, the membership numbers are not dropping in EAASDC clubs. The dance programmes are well covered at club evenings and specials, and there are many good callers. In the article it says that GSI has a mission, and he asks, what is it.

It is well known that in the USA the numbers of dancers are dropping, and there is an age structure which we don't have. It makes you wonder, when suddenly a free caller school is offered. What does it mean: intelligent dancing once more? Why do we question our callers. There are scores of caller schools offered by ECTA. It is fantastic that GSI is doing something positive in the States, but do we need it here?

He is amazed that in the article it says it was coordinated with Franz, and that the aims correspond with those of the EAASDC. He has the same questions about Kenny Reese. He has heard that it was not discussed at the Spring Jamboree, and neither person addressed the topic.

He asks why it was not mentioned in Kehl, and what is the background, and closed with the words that he is against missionising from abroad.

Franz answered that he supports this, that he is strongly in favour of specials where the main programme is MS. The basis of EAASDC is MS, and other programmes came later.

 When an organisation offers such good callers, and particularly in MS, and if you see that the programme puts the agenda of the dancers first, then he supports it.

There were 850 dancers at the GSI Festival. He asks himself if anyone dare say that something like that should not take place.

Franz emphasised that he is not a member of this organisation; he represents the EAASDC and is only trying to do the right thing for the dancers. The dancers decide where they want to dance.

Peter Weber thinks that this is the wrong answer. He asks what motivation is behind the activity. If it's a question of solving square dance problems, he believes that we don't have them, and that we don't need them.

Jörg Altmeppen asks whether it is the job of the EAASDC board to support the member clubs, and not foreign organisations. He asks who took the financial risks. He knows that in Renningen and at IPAC the clubs bore the financial risks, and he fears they didn't make any profit, in fact just the opposite.

Franz answers that IPAC is an event for higher levels, and that the dancers who wanted to go there were there. He believes that IPAC is a special like any other.

Admittedly there is no MS at IPAC, but MS was offered at an event 800 k to the south. Franz asks why anyone wouldn't welcome an event without any financial risk.

Jörg Altmeppen thinks that there is competition even with the distance limits. He says that in Renningen there were a maximum of 100 dancers.

Franz answers that Renningen is 200 k. from Munich, he cannot say why there were so few dancers. In any case, it was only announced at the Spring Jamboree that the Special would take place, whilst the organisation for GSI had already begun in October 2002.

Franz thinks that they were quite different Specials, and the decision always rests with the dancers.

Frauke Wilhelm from the Mining Twirlers was at the caller school, and thinks that German callers still have a lot to learn from the Americans.

Renate Brandl from the Munich Swinging Bells was part of the organisation team for the GSI, and believes that it was a super event, and that you don't often have the chance to hear such good callers at such a reasonable price.

Peter Weber doesn't doubt that it was a great event, but it was funded from outside. No one knows who the money came from, where it came from, and what the motivation is.

Jürgen Hartich believes that we don't need this, and that we should support our own organisation. The support should come from the inside.

Axel Behrens from the Kuntry Kuzins doesn't care what philosophy stands behind the GSI. He believes that sooner or later we will have sponsorship. Every sport club has a sponsor, only square dancing still shuts it out.

Franz is sceptical. We should be pleased that there is a group of people who support square dancing with no quid pro quo.

Jörg Altmeppen doubts that there is anyone who will give money without expecting something in return.

Franz countered that we all work without any trade-off, and this is the only way our square dance community will continue to exist.

As the discussion continued, Michael Ziegler of the Tagalongs moved, according to the constitution, that the discussion be terminated.

The motion passed with 5 no votes and 5 abstentions.

There was a further motion to work through the speaker list before ending the discussion. Karin explained that a motion was on the floor, and had to be voted on first.

She asked if there was any other business.

As Peter Weber felt that the above point was very important, he proposed that those interested should have the opportunity for further discussion at the Spring Jamboree.

Franz said that they had already planned a seminar for club boards at the Spring Jamboree, and this point could be addressed then.

Jörg Altmeppen had another question about the meeting of the European Dance organisations during IPAC in Barmstedt. He had heard that Franz had flown to Hamburg especially for this meeting, even though other board members were present, and asks who paid for the flight.

Franz explained that EAASDC was the host for this meeting, that he attended as the new president, that he wanted to introduce himself, and make international contacts. For him it was a requirement, and it was important to introduce other members of the board.

The flight was paid out of the EAASDC treasury, according to a long-held agreement that participation in international meetings would be supported. The full amount was not spent, he took a cheap flight, and did not need overnight accommodation.

Barbara Reinhartz added that this meeting was primarily for presidents, and it was important to the representatives of the other organisations that Franz as president was present.

Uwe Friedrichs from the Berlin Swinging Bears asked whether the interests of the EAASDC clubs were represented, or only those of the board.

Franz answered that many topics were discussed in 2 ½ hours, which all concerned both the EAASDC member clubs and also other clubs in Europe. It is important for the EAASDC board to represent the interests of its members.

Axel Behrens from the Kuntry Kuzins is disturbed that Franz is being attacked, as he flew specially from Munich to Barmstedt in order to support our interests. He feels that Franz and the whole board have so far done a good job, and it goes without saying that the board has invested a lot of their own time in the work.

Reinhard from the Plus Connection proposes to close the meeting.

The motion was unanimously accepted.

Karin said that the board would be available at the Info booth.

Die Informationen zu diesen Clubs wurden im Bulletin veröffentlicht. Es gab keine Fragen und Bedenken. Der Vorstand hat beschlossen, diese Clubs als Mitglieder in die EAASDC aufzunehmen.

TOP 5: Jamborees -Termine und Optionen

Spring Jamboree 2004: Munich Swinging Bells, München

Renate Brandl, Präsidentin des Clubs, gibt nähere Informationen.

Das Spring Jamboree wird in den ASV-Hallen in Dachau stattfinden. Der Preis liegt bei 13 Euro, Kinder unter 14 Jahren haben freien Eintritt. Am Samstag wird auch eine Kinderbetreuung angeboten. Am Samstagnachmittag haben die Jugendlichen die Möglichkeit, unter sich zu tanzen. Übernachtungen in der Halle sind möglich, Stellplätze für Wohnwagen und Wohnmobile sind vorhanden, ebenso ausreichend Parkflächen für PKW.

European Convention 2004

Franz erklärt, dass diese Veranstaltung abgesagt werden musste, da die Situation so unklar war und die wirtschaftlichen Risiken nicht abwägbar. Das EAASDC-Board hat sich die Entscheidung nicht leicht gemacht und bedauert, dass es nicht anders entscheiden konnte.

Ralf Kollmeyer von den Hannover Hearties stellt den Hergang aus Sicht seines Clubs dar. Sein Club wurde gebeten, die Europäische Convention auszurichten und sie haben über ein Jahr lang daran gearbeitet. Das Konzept stand, Hallen und Catering waren organisiert, das Programm war ausgearbeitet. Das einzige was fehlte war die Zusage der Stadt Hannover für die Stadionsporthalle. Diese musste aus finanziellen Gründen verkauft werden und aus politischen Gründen zog sich der Verkauf sehr lang hin. Da der Club Kontakt zum Rat der Stadt hatte, wussten sie, dass es nur noch einen Bewerber gab und mit diesem hatte der Club einen Vorvertrag.

Als dann die Absage durch das EAASDC Board kam, sei der Club sehr enttäuscht gewesen und fühlt seine Arbeit nicht gewürdigt. Sie wussten um die kritische Zeitschiene, hätten sich aber vom EAASDC Board mehr Vertrauen in ihre Arbeit gewünscht, auch mehr Unterstützung.

Mittlerweile ist die Stadionhalle an den einzigen Bewerber verkauft worden, die Flyer hätten jetzt ausgelegt werden, die Europäi-sche Convention stattfinden können.

Franz erläutert den Ablauf der Ereignisse aus der Sicht des EAASDC Boards. Da die Zeit so knapp war, haben sie immer wieder bindende Zusagen gefordert. Bereits beim Spring Jamboree in Kehl hieß es seitens der Hannover Hearties, dass spätestens Mitte April eine definitive Zusage vorliegen würde. Dieser Termin wurde immer wieder verschoben. Dem Club wurde rechtzeitig mitgeteilt, dass auf dem Boardmeeting am 29.06.03 eine Entscheidung fallen müsse.

Aus dem Schreiben der Hannover Hearties, welches dem Board zum 29.06.03 vorlag, wurde immer noch nicht deutlich, ob die Halle überhaupt zu bekommen war und die Kosten waren auch noch nicht abzuschätzen. Da die finanziellen Risiken bei einer späteren Absage immer größer geworden wären und es nicht sicher war, dass die EC ein finanzieller Erfolg würde und da die EAASDC mindestens 60 % der Kosten hätte tragen müssen - und damit alle Clubs durch ihren Beitrag - sah das Board keine andere Möglichkeit, als die Europäische Convention zu diesem Zeitpunkt abzusagen. Das Board versucht, im Sinne aller Clubs das Beste zu erreichen.

Peter Weber von den Rubber Dollies fragt an, ob die Entscheidung nicht rückgängig gemacht werden könne.

Franz Altmeppen von den Hannover Hearties teilt mit, dass dies nicht mehr möglich ist, da mittlerweile andere Clubs ihr Special wieder auf diesen Termin gelegt haben und auch die Hallen an den Landessportbund Hannover zurückgegeben worden sind.

Martin von den Yellow Rose ist überzeugt, dass das Board sich die Entscheidung nicht leicht gemacht hat und möchte für die Zukunft wissen, ob es für die Entscheidung, die Planungen weiterlaufen zu lassen, hilfreich wäre, dass das finanzielle Risiko von den Clubs vorab mitgetragen wird.

Franz antwortet, dass für künftige Entscheidungen das Vorliegen eines rechtsverbindlichen Vorvertrags für die Hallen ganz wichtig ist. Es geht nicht, dass die Veranstaltung zuerst vergeben wird und der Club sich dann um die Hallen kümmert. Es muss genau umgekehrt sein, damit man abschätzen kann, wie hoch das finanzielle Risiko ist.

Franz dankt den Hannover Hearties nochmals für die geleistete Arbeit und bietet an, dem Club die bisher entstandenen Auslagen zu ersetzen.

Ralf Kollmeyer bedankt sich für dieses Angebot und teilt mit, dass 2005 oder 2006 eine neue Heartie-Party in Hannover stattfinden wird.

Franz teilt mit, dass das Fall Round Up 2004 in Osterholz-Scharmbeck stattfinden wird. Ausrichter sind die Open Squares. Die Planungen laufen.

Für das Spring Jamboree 2005 besteht eine Option der Kuntry Kuzins, über die Vergabe wird auf dem Spring Jamboree 2004 in Dachau berichtet.

Fall Round Up 2005

Das Fall Round Up 2005 findet in Bergheim statt, Ausrichter sind die Archway Happy Hoppers. Es handelt sich dabei um die Feier anlässlich des 50. Geburtstags der EAASDC

Da vom Board der Archway Happy Hoppers keiner anwesend sein kann, gibt Hans-H. nähere Information.

Bergheim liegt zwischen Köln und Aachen und ist mit allen Verkehrsmitteln gut zu erreichen. Die Vertreter der Stadt Bergheim haben den Clubverantwortlichen jede Unterstützung zugesagt und stellen die acht Hallen kostengünstig zur Verfügung. In der näheren Umgebung gibt es Unterkünfte in allen Preislagen. Die Archway Happy Hoppers haben zur Zeit 63 Mitglieder und werden von den Double Diamonds unterstützt.

Der Eintritt wird 10 Euro betragen.

Das FRU 2005 soll umbenannt werden in 50 Jahre EAASDC. ECTA wird dort nicht Mitveranstalter sein, da nicht nur ECTA-Caller dort vertreten sein werden. Dies wurde mit ECTA vorher abgestimmt. Es werden Caller/Cuer aller europäischer Organisationen vertreten sein. Der Antrag zur Umbenennung wird auf dem Spring Jamboree 2004 gestellt. 

Frank Schell von den Potsdam Promenaders gibt an, dass die Beaux & Belles 1979 das 25. FRU auch unter dem Namen FRU ausgerichtet haben und dass er den Sinn einer Umbenennung nicht nachvollziehen kann. Franz antwortet, die Vereinbarung mit ECTA beinhaltet, dass diese Veranstaltung nicht als FRU stattfinden wird, da nicht nur ECTA-Caller dort auftreten werden.

Weitere Bewerbungen für nachfolgende Jamborees bzw. FRU's liegen nicht vor.

Alle Clubs werden eingeladen, sich für eine Ausrichtung zu bewerben.

TOP 6: Bericht zur Absage von der European Convention 2004 in Hannover

Dieser Punkt wurde bereits unter Punkt 5 der Tagesordnung behandelt.

TOP 7: Antrag auf Abstimmung vom Club Bernemer Squeezers: Wiedereinführung der 100-km-Begrenzung zwischen zwei Specials

Der genaue Wortlaut des Antrags wurde in der August-Ausgabe des Bulletins veröffentlicht. Der Antrag wurde fristgerecht eingereicht.

Es ergibt sich eine längere Diskussion. Peter Weber von den Rubber Dollies führt aus, dass nicht ohne Grund die Entfernungs-regelung abgeschafft wurde und alle darüber froh waren. Der Antrag sei eigentlich ein Offenbarungseid, der bestätigt, dass die Clubs nicht mehr in der Lage seien, sich abzusprechen und Termine abzustimmen.

Sandra von den Bernemer Squeezern bedauert dies, aber es scheine nicht anders zu gehen. Einige Specials seien sehr schlecht gelaufen und es machte keinen Spaß, dort zu tanzen. Damit dies nicht mehr passiert, haben sie jetzt diesen Antrag eingebracht.

Reinhard von der Plus Connection meint, wenn schon Reglementierung, dann aber richtig. Nicht nur Specials am gleichen Tag sind Konkurrenz, sondern auch z.B. eine Veranstaltung am darauffolgenden Tag oder ein Wochenende vorher oder nachher.

Für Franz ist die Quintessenz dieses Antrags, dass die Clubs die Entscheidung über ein Special aus der Hand geben. Wenn das EAASDC-Board entscheidet - würden die Clubs diese Entscheidung akzeptieren?

Weiterhin erklärt Franz, dass das Board auch Probleme mit den vergleichbaren Programmen hat. So müssten bei den Anmeldungen sowohl das Programm des Specials wie auch der Tanzort angegeben werden und dürften nicht mehr geändert werden. Es wäre im Ergebnis eine totale Entmündigung der Clubs. Die Tänzer entscheiden letztendlich, wohin sie gehen wollen.

Karin führt weiter aus, dass diese zusätzliche Arbeit, die auf das Board zukommen würde, nicht mehr zu schaffen wäre. Bis jetzt arbeitet das Board ehrenamtlich, dies wäre so nicht mehr möglich. Außerdem würden viele zusätzliche Kosten auf die EAASDC zukommen, z.B. für PC-Programme, die Entfernungen berechnen.

Auch könnten sich die GEMA-Gebühren für die Specials erhöhen, da wir zur Zeit eine Gesamtgebühr für eine bestimmte Anzahl zahlen. Verringert sich die Anzahl der Specials, könnte der Rabatt wegfallen.

Außerdem gibt sie zu bedenken, dass ein halbes Jahr für eine eventuelle Auslosung zu knapp sei, da sowohl die Verträge für die Hallen wie auch für die Caller/Cuer in der Regel schon sehr viel früher abgeschlossen werden müssen. Wer würde die Kosten für die Absage von geplanten Specials, die nicht ausgelost wurden, tragen?

Heike von den Bernemer Squeezers fragt, wie stark die Anzahl der Specials seit Abschaffung der Kilometerbegrenzung gestiegen ist. Sie vermutet, dass die Anzahl der aktiven Tänzer, die noch fahren, bei weitem nicht so stark gestiegen ist. Es könne nicht Sinn der Entwicklung sein, dass jeder kleine Club meint, er müsse ein Special ausrichten. Die meisten Clubs scheinen zu glauben, es gehöre dazu und erkennen nicht, dass immer weniger Tänzer fahren.

Franz antwortet, dass man den Clubs nicht vorschreiben kann, ob sie ein Special veranstalten wollen.

Karin berichtet, dass letztes Jahr ca 300 Specials in Deutschland bei 500 Clubs stattgefunden haben.

Peter Weber von den Rubber Dollies meint, dass jeder Club das Recht habe, sein Special in den Sand zu setzen und er bittet um Abstimmung.

Der Antrag wird nochmals verlesen. Der Antrag wird bei 5 Ja-Stimmen und 5 Enthaltungen mehrheitlich abgelehnt.

TOP 8: Verschiedenes

Jürgen Hartig von den Cloverleaves Hannover hat eine Frage zu GSI. Viele wissen nicht, was GSI heißt und wer dahinter steckt. In der März-Ausgabe des Bulletins gab es einen Bericht, der Fragen aufwirft. GSI wolle sich dafür stark machen, dass es wieder mehr Tänzer gibt und dass Caller erstklassig ausgebildet werden. Seines Wissens gibt es keine sinkenden Mitgliederzahlen in den EAASDC-Clubs. Die Tanzprogramme werden auf Clubabenden und Veranstaltungen ausreichend angeboten, und es gibt viele gute Caller. Im Bericht hieß es, GSI hab eine Mission, er fragt sich, welche.

Es sei bekannt, dass es in USA sinkende Tänzerzahlen gebe und eine Altersstruktur, die unserer jedoch nicht entspricht. Es stimme doch nachdenklich, wenn plötzlich kostenlose Callerschulungen angeboten würden. Was heißt: wieder intelligentes Tanzen? Warum stellen wir unsere Caller in Frage Es gebe zahlreiche Callerschulungen seitens der ECTA. Es sei phantastisch, dass GSI in den USA etwas Positives tut, aber ist das bei uns notwendig?

Er ist erstaunt, dass in dem Bericht stand, dass es mit Franz abgestimmt sei und das dies auch mit der Zielsetzung der EAASDC übereinstimmt. Auch über Kenny Reese wurde ähnliches gesagt. Er habe gehört, dass beim Spring Jamboree in Kehl nicht darüber gesprochen wurde und sich beide Personen nicht dazu geäußert hätten.

Er fragt, warum in Kehl nicht darüber gesprochen wurde und was der Hintergrund sei und schließt mit den Worten, dass er gegen Missionieren aus dem Ausland ist.

Franz antwortet, dass sich seine Mitarbeit darauf bezieht, dass er sich für Specials stark macht, bei denen Mainstream das Hauptprogramm sei. Die Basis der EAASDC sei MS und die anderen Programme kämen erst danach.

Wenn eine Organisation ein Angebot mit so guten Callern macht und das hauptsächlich in MS und wenn man sieht, dass das Programm den Wünschen und Vorstellungen der Tänzer entspricht, unterstützt er das.

Beim GSI-Festival sind 850 Tänzer gewesen. Er fragt sich, ob jemand sagen darf, so etwas dürfe bei uns nicht stattfinden.

Franz betont, dass er nicht Mitglied dieser Organisation ist; er vertritt die EAASDC und versucht, etwas für die Tänzer zu tun. Die Tänzer entscheiden, wo sie tanzen. Es können nur Angebote gemacht werden.

Peter Weber glaubt, dass die Antwort an der Frage vorbeigegangen ist. Er fragt, welche Motivation hinter den Aktivitäten steckt. Wenn es darum geht, Squaredance-Probleme zu beseitigen, ist er der Meinung, dass wir diese Probleme nicht haben und wir deshalb das auch nicht brauchen.

Jörg Altmeppen fragt, ob es nicht Aufgabe des EAASDC-Boards ist, die Mitgliedsclubs zu unterstützen und nicht fremde Organisationen. Er fragt, auf wessen finanzielles Risiko das GSI-Festival gelaufen ist. Er weiß, dass in Renningen und bei der IPAC die Clubs das finanzielle Risiko getragen haben, und er befürchtet, dass dort keine Gewinne gemacht wurden, eher das Gegenteil.

Franz antwortet, dass die IPAC eine Veranstaltung für höhere Level ist und dass die Tänzer, die dorthin gehen wollen, sowieso dort sind. Er ist der Meinung, dass die IPAC ein Special wie jedes andere auch ist.

Auf der IPAC gab es allerdings kein MS sondern Mainstream wurde auf einer Veranstaltung 800 km südlich angeboten. Franz fragt, warum man eine gute Veranstaltung ohne finanzielles Risiko nicht begrüßen soll.

Jörg Altmeppen ist der Meinung, dass so große Specials auch bei großer Distanz zu einer Konkurrenz führen Er sagt, dass es in Renningen höchstens 100 Tänzer waren.

Franz antwortet, dass Renningen von München 200 km entfernt ist, er könne nicht sagen, warum dort so wenige Tänzer waren. Allerdings wurde erst auf dem Spring Jamboree bekannt, dass dort ein Special stattfindet, während die Organisation für GSI schon im Oktober 2002 begonnen hat.

Franz meint, dass es ganz unterschiedliche Specials waren und eine Entscheidung immer noch bei den Tänzern liegt.

Frauke Wilhelm von den Mining Twirlers war bei der Caller-Schulung vom GSI und ist der Meinung, dass die deutschen Caller von den amerikanischen Callern noch viel lernen können.

Renate Brandl von den Munich Swinging Bells war im Organisationsteam des GSI und meint, dass es eine sehr schöne Veranstaltung war und man nicht oft die Möglichkeit hat, so viele gute Caller zu erschwinglichen Preisen zu hören.

Peter Weber bestreitet nicht, dass es eine schöne Veranstaltung war, aber es seien finanzielle Mittel von außen geflossen, Geld, von dem man nicht weiß, woher es kommt und aus welcher Motivation heraus es gegeben worden ist.

Jürgen Hartich ist der Meinung, dass wir dies nicht nötig haben und dass die eigene Organisation gefördert werden muss. Die Förderung solle von innen heraus geschehen.

Axel Behrens von den Kuntry Kuzins ist die Philosophie, die hinter GSI steckt, völlig egal. Er ist der Meinung, dass wir über kurz oder lang nicht an Sponsoring vorbeikommen. Jeder Sportverein habe einen Sponsor, nur Square-Dance verschließt sich noch.

Franz ist skeptisch. Wir sollen froh sein, dass es noch Personenkreise gibt, die Square-Dance ohne Gegenleistung fördern.

Jörg Altmeppen bezweifelt, dass es jemanden gibt, der Geld für etwas ausgibt ohne eine Gegenleistung zu erwarten.

Franz entgegnet, dass wir alle hier ehrenamt-lich arbeiten und unsere Squaredance-Gemeinschaft nur so weiter bestehen kann.

Als die Diskussion weiter anhält, stellt Michael Ziegler von den Tagalongs den Antrag zur Geschäftsordnung, die Diskussion zu GSI abzubrechen.

Der Antrag wird mit 5 Gegenstimmen und 5 Enthaltungen mehrheitlich angenommen.

Es wird ein weiterer Antrag gestellt, erst die Rednerliste abzuarbeiten und dann die Diskussion zu beenden. Karin erklärt, dass ein Antrag zur Geschäftsordnung vor geht und zuerst behandelt werden muss.

Sie fragt nach weiteren Punkten zum TOP Verschiedenes.

Da Peter Weber den eben abgehandelten Punkt für sehr wichtig hält, schlägt er vor, in einem separaten Forum auf dem Spring Jamboree den Interessierten nochmals Gelegenheit zu geben, darüber zu sprechen.

Franz erklärt, dass es auf dem Spring Jamboree ein Seminar für Clubvorstände gibt und dieser Punkt dort nochmals behandelt werden kann.

Jörg Altmeppen hat noch eine Frage zum Meeting der europäischen Tänzervereinigungen während der IPAC in Barmstedt. Er hat gehört, dass Franz speziell für dieses Meeting nach Hamburg geflogen ist, obwohl noch andere Board-Mitglieder teilgenommen haben und fragt, wer den Flug bezahlt hat.

Franz erklärt, dass die EAASDC bei diesem Meeting Gastgeber war und es wichtig war, dass er als neuer Präsident anwesend war, da er sich vorstellen wollte und die internatio-nalen Kontakte über ihn laufen. Für ihn war es eine Pflichtveranstaltung und es war wichtig, auch weitere Mitglieder des Boards vorzustellen.

Der Flug wurde aus der EAASDC-Kasse bezahlt nach einer schon vor langer Zeit beschlossenen Vereinbarung, dass die Teilnahme an internationalen Meetings unterstützt wird. Der dafür festgeschriebene Betrag wurde nicht erreicht, er hat einen günstigen Flug gebucht, eine Übernachtung war nicht enthalten.

Barbara Reinhartz ergänzt, dass diese Treffen ursprünglich President-Meetings waren und dass es für die Vertreter der anderen Dachverbände wichtig war, dass speziell Franz als Präsident anwesend war.

Uwe Friedrichs von den Berlin Swining Bears fragt, ob die Interessen der Mitgliedsclubs von EAASDC dort vertreten wurden oder nur die Interessen des Boards.

Franz antwortet, dass in über 2 ½ Stunden viele Themen angesprochen wurden, die alle Mitgliedsclubs der EAASDC und auch die Clubs in Europa betreffen. Es ist wichtig für das EAASDC-Board, die Interessen der Mitglieder zu vertreten.

Es gibt ein Protokoll von dieser Sitzung, welches eingesehen werden kann.

Axel Behrens von den Kuntry Kuzins findet es nicht gut, dass Franz angegriffen wird, weil er von München extra nach Barmstedt geflogen ist, um unsere Interessen zu vertreten. Er meint, dass Franz und das ganze Board bisher ihre Arbeit sehr gut gemacht haben und es nicht selbstverständlich ist, dass das Board so viel Freizeit in die Sache hineinsteckt.

Reinhard von der Plus Connection stellt den Antrag, die Sitzung zu schließen.

Der Antrag wird einstimmig angenommen.

Karin erklärt, dass das Board noch am Infostand zur Verfügung steht.
